With 'how wet is the grass?' question - teams get a lot of leeway on their fields and how they want to keep them. There is a range the size of a field has to be in - so you can make them longer/shorter, wider/narrower. You can cut the grass short and wet it down so the ball plays fast, or leave it long and and slow down the ball.
Atlanta had a team 2 years ago that slowed us down (successfully) by wetting a shitty, long grass field down so much it had small puddles, which the ball would get bogged down in on long passes. Gives home field advantage a whole other level to it. At home we have short artificial turf we wet down before a match and at half-time to keep ball moving quickly and allow better sliding of players.
