The top 4 buttons are shortcut keys for the 4 cash ticket fare buttons but are unused since 2014 when Cash payment was disabled by the looks of it. They were probably also used when TfL allowed operators to accept the Oyster Card on non-TfL services which effectively ended when TfL changed the licensing and fare rules in ~2014. I'm not at all surprised that TfL still uses these old ticket machines from 2003 considering that fare gates (ticket barriers) from the 1990s are still used on the LU.
