It’s explained by Killer B that the Rasengan and Bijuu Bombs are basically the same Jutsu however the difference is how they are created. A ratio of two parts negative white chakra, and eight parts positive black chakra will cause the Bijuu Bombs to form a perfect sphere. The Rasengan is created by condensing chakra into your hand, and spiraling your chakra in multiple directions with heavy chakra control causing a sphere to form. Minato likely when creating the the Rasengan was unaware of the ratio, and had to come up with a unique solution to overcome it. Similar to Naruto overcoming the Rasenshuriken’s weakness by learning to throw it, and expand it in the event someone actually dodges it.
