Do you have to use peel base to put dip powder over builder gel ?
No, but you’ll have to file the dip off if you want to keep your builder gel intact. With the peel base I can pop the dip off in a few days.

does the silicon nail tool do good to remove the excess polish off? Or do you still need to use remover?

Are you dipping the silicone pen thing in acetone?
No, I just wipe the silicone tool on a paper towel. To clean any residue, just wipe the tool with rubbing alcohol and the gel will come off.
