Devs actually know about this bug but they chose not to fix it because community demanded it is way too funny to be fixed :D
Its acually a bug, but the bug is too funny so the devs implemented it as a feature, they change the agency briefcase to a heat seeking flying briefcase, but they still not fix the other regular briefcase bug just for the fun
