The only one who comes close is that woman on SNL who does Angela Mukle, Hillary Clinton, Elizebeth Warren and etc. But still not as many different kinds of people as Tracy.

But from an American perspective, and possibly to answer your question, what Americans see is that quite often, folks of other nations who are quite vociferous in pointing out to us everything we're doing wrong, are not equally as forthcoming in discussing - or listening to - what's wrong with their own country. Uh...not really. It's not wrong, per say, but it sounds a bit forced and overpronounced. It's more of a good impression of an American accent, it isn't a natural one. The intonations on certain syllables are exaggerated. If she went around speaking to Americans like that they would think she talks really weird.
