If we gave up, then Grand Guignol devours Grimm's soul and turns into both a Creator and abomination but after GG was defeated, we can see Grimm absorbing some shiny fragments which I think is the power of change.

Got fragments of change instead of the full power due to his fight against GG. He would either develop and complete it to become a Creator or use its fragments at the time his soul shatters and erupts. Personally I’m leaning on 2 since the sprite used was a bunch of sparkling fragments. It would explain why he can’t change Red’s death. That said, I’m just guessing and we’d probably get answers in 2030 when BS3 comes.
