On top of all this, the power company sent a bill for $45,000 for an emergency crew on double time to restore electricity in the early hours of Sunday morning, plus another crew with crane to replace the pole on Monday. She was still paying monthly instalments to the power company 4 years later.

But YOU think a minimum wage employee, in the late hours of the night, in a dark bar with music blaring, that they should know immediately before serving them a single drink, that they are drunk? The tests aren't pass or fail. They are designed to gather signs of impairment. Not touching heel to toe is a sign of impairment. Usually the decision to arrest someone for DUI is made prior to the field tests anyway. They really are just stacking evidence for a court conviction. If you show any signs of impairment, an officer has to arrest you and take you off the road.
