This was a curious fact because, in comparison, few civilians were harmed by the rioting which also left businesses in the area relatively unscathed. Yet, there was little attempt by the government and the government-appointed COI to explain why supposedly drunk rioters were so discriminating in their choice of targets.

The ground officers did what they had to do given the limitations and challenges faced.
The blame ought to lie with the commanders at the time for poor judgment of the situation and the force not wanting to be perceived as too excessive against rioters.

When the Little India riot occurred,
the government, whilst asking the public not to speculate on possible causes, quickly postulated that liquor was a primary factor, possibly to divert attention away from causes which may suggest culpability on the part of the government.

Our politicians need to wear hearing aids. The migrant wokers have very little place to go to chill and relax and it common to find lots of them drunk and urine was everywhere. After this incident then the govt starting looking into it. Even the overcrowding of the dorm, the govt also did not heed the attention raised by social groups then covid happen and the cramped and unhygenic conditions resulted in huges number of foreign workers falling ill. It always take a sad casse then someone up there will start to listen and start looking at the issues, same thing with the SMRT China bus drivers back in 2012 (I think) over lodging and various issues with SMRT in which the HR and management chose to ignore and hence these China bus drivers went on a strike.

The reason why you see group of police officers in Singapore arresting criminals is because for safety. Better safe than injured. Yes, Singapore police cannot handle huge group of rioters, that's why the Special Operation Command(SOC) is activated because they are more well trained.
