Was on this street last year. Didn't recognize it til you came upon motorbike shop. I bought water shoes at shoe store across the street from the church. That small van was parked in same place when I was there. I stayed at the Del Rio hotel. I loved the "yummy sweet" restaurant across the street from the prison museum

I’m in Liberia as I write this. I is nothing like this video and I was just at the starting intersection. It is wall to wall smelling diesel traffic jam with blaring competing ads stores and rude. Love Costa Rica but this city is worse than any I know in the States

Liberia for sure isn't known as the best location in Costa Rica. My understanding is that a few decades ago, when the CR government decided to expand Guanacaste tourism, lots of people moved to Liberia. It wasn't configured for such a push which lends to how it presents today.
That said, the main draw of Liberia is the access to resources while being close to the beach.
You may find the other big town, Nicoya, to present a little better.:
