It can probably do 12s reloads irl, at least 13-14 second reloads. The things uses a semi-auto loader. Also, the loader can theoretically preload a round so that a 7-8s follow up shot can be achieved.

They found it to be a good ballistic match for the long 122mm main gun, so easier for the gunner to aim with. Also, 14.5 is pretty much an auto cannon, so the idea is that it can take care of trucks and armored cars, freeing up the limited main gun rounds for tougher targets (Soviet tanks carry way less ammo than Western tanks to keep the internal volume small, so it can have a lot of armor and remain light weight).
Do you recommend APDS at all? I used it a lot (even got 10 kills in one downtier). I found that APDS can reliably one shot many tanks if you aim well, especially when they face you frontally. However, I recently tried APHE, and it’s versatility wowed me (I killed something through exposed commander hatch). When I faced American T32 or something with 300mm frontal armor tho, APHE struggled. So I wonder what your preferred round is and what you would do when you face a tank with more than 300mm armor using APHE.

As a T10M enjoyer, the 18 second or so reload is a killer(for me).
