One of the main holdups for modders is the lack of the creation kit for starfield. Bethesda / Todd Howard says they want people to enjoy the game for a while before they release the creation kit like they did with fallout and Skyrim.

I think he is making the freestar rangers into the rebel alliance but I hope we get some mando mods in the future!
