I think one problem you might have that needs to be addressed is the pomp and circumstance of having an initial bracket that all the fans can view in the days leading up to the even, then the drama of each round playing out, and finally the thrill of a "finals" match with an ultimate winner who then receive his medal on top of a podium. Maybe I'm missing something but it seems to focus on just matching kids up based on ratings which is great but doesn't address the above concern.
There are 2 softwares. WAR Zone is not for what you're describing, but Rapid Brackets is. Rapid brackets is like a traditional bracketing software, except it assigns times to every match and weigh in, and optimizes for time between. Imagine a regular tournament with excellent scheduling.
