Solved scanner home sensing problem (initialization) and printer's head home sensing (Head initialization) problem. "ALL LIGHT BLINKING , PART-II"
The part which have visibility problem, is here
Go to Settings--click on --Devices -----click on ----Printers and Scanner------select your L3150 printer ----- click on manage------------click on printing preference---click on-----Maintenance.
1-If you find printer status Ready that means problem is related to Scanner
2- If you find printers status "Service required" then this will solved by Epson Re-setter Tool software. which will clean the print page/pad count from printer's memory.
But remember always check printer's internal condition (before resetting printer) that there is no ink leakage or ink soaking pad change requirement.

Muito obrigado pela dica. No entanto as luzes piscando pode ser várias outras coisas.
A minha estava assim e após várias tentativas verifiquei uma mola próximo ao puxador de papel que estava solta. ( mola um pouco maior que um arroz).
Graças à Deus deu certo.

Ya you are right it depends at what stage it starts blinking and if it is at initialisation time then there could be many more reasons

What has been fixed ? I went to maintenance tab and Epson status monitor 3 , there it says please wait... And all lights still blinking.
