BNSF and the state has been slowly paying to double track all of Tehachapi. It got stalled years back when a park opened up next to the tracks and the park service objected to double tracking the line next to it, even though double track ends right next to the park....
In the later part of the 80's the Amfleet cars were replaced by super liners, and one of the two round trips even offered full diner service. When the third round trip was added in 1989 they switched to all Horizon fleet.and then switched again starting around 1994 to the new CA cars.
Brief answer to your "why Chicago became the hub" is because of the Great Lakes and then the canal which connected to the Illinois River and eventually the Mississippi.
