If you have Amazon Prime, you can get a free one-week subscription to Brit Box, which has all three seasons of Yes Minister and the season of Yes, Prime Minister. I think there is a charge after that free week though, but you can cancel right after subscribing and keep the 7 days. If you don't have much else to do, that would be enough time to watch all the episodes.

    *ahem,* **the Minister is wrong.**
he would have been correct if he was in France, where legislation is the sole source of law, but the UK is The Country of the common law system. in simple terms, that means the courts have legislative power too-provided the absence of existing statutes. if the entirety of Parliament was suddenly swallowed by a sinkhole, the powers of legislation would probably default to the Monarch (who is, after all, its original wielder anyways) and to the courts, by extension.
oh, but i'm not a lawyer. (though i think i'm mostly right.)
