1) for the school idea every country has its own obligatory curriculum so the reason why it doesn’t exist is because it is just not possible. Unless you establish an alternative curriculum that it is not recognized by any university.

Regarding internet: I live in Germany where there is an option to buy router for your home/car WiFi and you can take it with you in the complete EU. The internet is fast enough to work, but data volume is limited.
