Sir i have checked all the requirements that you say, i found all ok, but still the dell inspiron 3581 i have is not charging, luckily i have another similar dell inspiron 15, with same charging IC ISL88739AHRZ, the difference i see between the two motherboards is:
Good MB:
ACOK 3.3V
H_PROCHOT# IS 0V
COMP IS 5V
ACLIM IS 5V
Bad MB:
ACOK 3.14V
H_PROCHOT# 5V
COMP 1.2V
ACLIM 1.4V
i tried replacing IC, replacing resistors on the PROCHOT circuit and ACLIM and COMP, i also tried shorting PROCHOT to GND, and also changed the ACOK resistorts in order to achieve 3.3v but no charging.

initially i found PD1 was shorting the PSID signal, i removed it but i dont have replacement, i have pulse of PSID reaching the SIO but still the bad MB gives me the error message (power adapter wattage cannot be determined). in the good inspiron 15 MB, PD1 is missing from factory.
Should i order and replace the SIO? Can it be at faullty?
All works fine but adapter wattage and type cannot be determined
Yes possible that SIO is faulty or sometime EC bios is corrupted.

I watched all the 5 part with very attention and also noted down but I stuck at last point of checking PBAT_SMBDAT at Sio pin because in my Laptop motherboard Dual pin SMSC MEC5075-LZY is present where it is difficult to find SMBUS pin . I searched for Dual pin SIO some one would have explain it but did't found. Even one of your video I found but that's only about replacing. So can you tell me how I can check that voltage at SIO pin. Thanks
You can't check it at SIO pin...you need to use boardview to check out the common points of SMBus to check it.
