Because you can’t use ocean water as it is since it’s salty it needs to be clean unless if technologies have changed now. And has Namibia started theirs yet?. @@fancyIOP solar. its most likely going to be located in the somewhere near the namibia border where there is nothing but sun and semidesert. the hardest part about desalination is the power needed. but if u are in a semidesert there is a near infinite amount of solar that can be used to power the plants also the profit and job oppertunities for hydrogen outway the costs of making a desalination plant. finaly the excess water can be used for the locals who live in the desert regions

hydrogen is likely to replace many fossil fuels making it very profitable and not many countries can cheaply produce a large amount of it. South Africa is one of a very few countries that can produce hydrogen easily. if the government actualy wants to fix this country they better make sure that every cent of this investment is used to the best of its value. If they prove that to the EU we may see many more millions and possibly billions
