Police do come across people that need assistance and then the police help. To remain mute is also an insult to people with this physical problem
How dark were the rings under his eyes? Lack of sleep? Too much stress? Awful diet and lifestyle? Underlying major health condition? Too much smoking? Dehydrated? All of the above?

Since you haven’t had an answer I’ll do my best to help you, he’s filming because he can, simple as that, but by doing so he is highlighting the total stupidity of people who get all bent out of shape when they see a person with a camera pointed in their direction, meanwhile, on a daily basis, 24/7, they are being filmed covertly by cctv and the like with no clue they are being filmed, think of it like this, if he were to place his camera on a tripod on a pavement, set it away recording and then hide in the bushes, people walking by would more likely than not either nick it, or, just walk on by, they may think it strange but they wouldn’t give it a second thought, now put a person behind that camera and it’s instant meltdown, unless of course you have a label like bbc, itv, etc, so the question has to be, why are the general public so bloody paranoid these days ?
