They didn’t. Liechtenstein 1976 iirc wanted to compete but they didn’t have a tv broadcaster only radio. Tunisia was allocated to perform 2nd in 1977 but they didn’t select an entry and they withdrew

Hungary and Russia always brought huge quality. Turkey also had some really good entries. Quite sad that they will probably never come back now that Russia plans to revive the Intervision Song Contest for 2025. Belarus on the other was never a good and interesting ESC country in my opinion.
