He’s very much correct. If the solicitation is not written in the Uniform Contract Format (UCF) using Sections A thru M, carefully READ the solicitation in its ENTIRETY. The instructions, how offerors will be evaluated, and other pertinent info is in there. If you have questions, be sure to ask them during the Q&A period of the solicitation process.

It is very intimidating; it would help me to see you put some proposals together; that way, I can get an idea of what it should look like.
Other than assuming all contracts need the same things, it may be that the people come from dealing with fed grants, where required forms are regularly not provided.
