Notice how uke's balance is gone the whole time, so there is no way to effectively punch. It's more about attempting to regain balance at that point which is going through uke's mind. When you are falling, your mind goes to saving yourself not punching. Unless you are connected to the ground, your punch will be ineffective and will just make you fall down harder.
