The largest wave surfed was surfable because it was simply a rouge wave, you could probably swim under it because it only effected the surface. Tsunamis are different, if you try to swim under them, you get carried with it because they go to the very bottom. Tsunamis are not surfable because they're a huge displacement, rogue waves are because its just the surface.
Also, when a tsunami begins, many large boats will go towards it because the tsunami isn't as large, so they can swim right over it. That is why the person in the video drove to the tsunami
