This is absolutely something they'd try to pass off as a "future instrument" in Next Generation on some peaceful colony planet where everyone wears space tunics and there's no crime.
This is such an evocative statement i feel like ive seen this episode of next gen, like the b plot is that data can't play it well because it requires a sense of whimsy or something and the child who plays it develops a friendship with him that ultimately saves the day
Why is it the aliens in sci-fi, particularly the space opera type of sci-fi lite, have such awful music? Not a comment on this thing, which is great fun. But these alien species always seem to play a type of lounge jazz, on mostly wind and percussion and it sounds terrible. If they were a race, it would be racist. As in the soft racism of low expectations. When I make my proper sci-fi epic, the aliens will have such bangin’ tunes that earth musicians will give up in exasperation. ‘I’m not worthy’, they will shout, to a person!

First is the betazeds, who have a bell with one deafening note that plays every 30 seconds. It makes conversation difficult and is just hard to listen to. Its meant to portray the character as annoying and loud. The second example is the episode where picard has the memories and life of an alien put into his brain. During this time, he learns to play the flute and its very pleasant. The point is to portray these aliens as friendly and not unlike humans. Its meant to make the audience relate to the aliens so that the big reveal at the end is more devestating
