its a fact that you cannot hurry up diffrent cultures ethos heritages to speed up in same category as others in world... even with so much intellect and intelligence woven in those heritages.. but what you as leaderhips can do is to bring socielties civil social outlook bearings on same page of how it should look and that no cultural beliefs can intervene, and those who do not want to to adavnce to any levels should not be forced they know their limitations but you in your over zeal do not like Africa or blacks being promoted to such positions when it is si clear none of them actually have that advance thinking or even desire to be on those levels... you western usa uk mostly for some reason went berserk.. they just enjoyed that ride...
