It’s more than fine to make these suggestions in private, but not in front of the Council. 2) while I completely get that choosing experienced fighters for the Kingsguard is essential, the King’s power is also dependant on the loyalty of the Great Houses. Not choosing a knight from a powerful family could be seen as an insult, straining the relationship between that family and the crown. Being King in these sort of times is a difficult balancing act
