Game mode: fog so you can only see the cars and/or ball once you get close. Is adding fog to a RL map possible?

We know it can be possible because the end of leth's recent rings map was fog (title was like "this is so long we didn't finish it") if you wanna see what it'd look like, watch the end of that vid. I think leth commented in the recording something like "how did he do this fog" though
