The arm lock at 1:22 is a sankyo lock in Aikido and Jujitsu. It's a legitimate and extremely effective control technique used by police forces, including Tokyo Police.
It's only effective with people who are merely belligerent and not much larger than the person attempting to use it. The kind of thing you do to escort a rowdy drunk from a pub. I've had it used on me in training and when I was told to resist I floored the person using it very quickly.
