Some of those '94-'96 sleeves are absolutely hilarious! No need to carry bags when you go out shopping! You could stuff a week's worth of groceries in each sleeve!

Are the big puff sleeves a compensation for less volumineuse skirts?

I'm not sure, but it is interesting to see the sleeves inflate while the skirts deflate!

Easy answer yes.
Hard answer...
They had just gotten through 5-6 decades of very tight dropped down shoulders with or without bell sleeves.
The biggest focus had been on bust, butts and waist height going from bell shaped crinolines to ridiculous buttpads and crinolines that puts Kim K to shame. Then drastically to a more form fitting shape that they thought was way too scandalous and then back to the brazilian butt lifts you see on the 1890 pictures.
In essence. Everyone and their sister didn't want to look like their grandmother. So the leg of mutton sleeves that were popular in the 1830s were brought back to life.
To continue to accentuate the waist the skirts became a-line but still with a more natural volume by the butt and as the decade progressed the corsets saw that the tummy area flattened out and gave the illusion of a larger chest that was pigeon shaped. This was even later more accentuated with bustpads and frilly undearwear which ave volume to the bust area underneath the outer layers by the time that the sleeves became smaller again.
