I have a 3 speed blower go out I am planning to replace my blower as well as my sp pack my question is does the board control the speed of the blower or blower has to be a 3 speed

The Davey three speed blowers are gone, no longer available.
These blowers can fit straight in place but will just operate as 1 speed.

It is a combination of both that make it three speed.
If you are changing your Spa Controller as well do that first as it will determine the style of plug needed on your blower.
