In reality Dio only needs OH for Kars ULF because he can’t hurt Kars if he can’t rewrite reality.

Lightning is already hotter than lava and ULF Kars was only struggling with it because you can’t really swim in lava with it being too dense while constantly burning you. Also where did you get the idea Dio has lightning or do you mean his laser eyes that can’t consistently keep burning Kars. As for mind control that requires a bud which Kars would not allow to happen and even then it’s not hurting Kars in any way. My whole point in this comment was noting ULF Kars is not as powerful as Dio with The World being massively outclassed in speed and power, but it was too note ULF Kars is so invincible it ending up being his torture causing him to exist in space for eternity without dying which is an incredible feat considering he very well could collide with asteroids, planets, and stars. In the end Dio can not harm him unless he rewrites reality with Over Heaven which he could do easily with infinite time stop. Remove Kars’s invincibility and Dio with TW is beating him though not part 1 Dio since laser eyes still don’t really give him an advantage and Araki clearly sets a hierarchy of Pillar Men being stronger than Vampires which can be confirmed with scaling since Kars moves much faster than any part 1 scaling and Wamuu has at least large building AP which we don’t ever see in part 1.
