Majinhero Being PSP exclusive was never a good idea, a game like that should have always been a full PS3/X360 release with hi res cutscenes. Being a PSP exclusive alienated the rest of the fanbase and PSP never had a high install rate around the time MGS Peace Walker was released. It never made sense why Kojima and Konami made that move but I do remember an article saying Kojima wanted it to be PSP exclusive in order to help the PSP get sales.

From there, you know the rest. I just realized that Amanda is probably also alive to this day (assuming that the new government stayed stable between GZ and MGS1 and didn't go to shit around MGS4 (Cecil would have been safe within France's stable borders during MGS4)), since Strangelove had reached out to Amanda for permission to dredge the lake for Mammal Pod (the AI based on the Boss (seen in the Huey mission in MGSV)) during the gap between GZ and MGSV. Amanda was actually chill with Big Boss killing Chico during the GZ mission, since the last time Chico was captured in Peace Walker, he snitched.

How shitty she would feel after GZ would probably vary depending on how much information actually made it to her from Miller after Mother Base sunk. She's gonna feel shitty regardless with MSF basically wiped out, Miller crippled, Big Boss in a coma, and Chico and Paz dead. If she got the audio from the GZ tapes, then it's likely that she developed some unhealthy coping mechanisms that still allow her to be functional for government business.
You would think that with all of the big talk she does about fancy French cooking and baking, that she would know about all of the things you can do with with wine in the kitchen aside from just drinking it. Sauces, vinaigrette, marinading, and candy making. If MSF can invent Doritos, Narc cola, Sprite, future Curry, level 8 rations, and staffed with 5-star chefs, then MSF kitchen staff can burn through a lot of wine by cooking for an Army.

As a French, it's really difficult to understand Cécile. Since the voice actress is clearly not French, she pronounces the french words in a weird way, but she manages to make a good French accent though. English speakers may understand her easily, at least :)
