What about the rulers who have slaughtered Muslims , ally with those who kill Muslims and rule by other than Sharia yet they remain in power; one could easily argue these countries as dar al harb but then due the the large amount of Muslims there it would make jihad an obligation immediately. Many wont give nor carry out this ruling.
