    Thanks, brianw4211. Thanks John and David, that answered my question and more. But I do have one more question, if I was going to do a map for job progress monitoring, would I be in compliance if I had the construction company notify everyone that a drone will be overhead on May ??, between ?? and ?? o'clock and advise them to remain under cover? And use my Mavic 3E, no prop guards. Thanks again for everyone's help.

    If you are flying over people, get a cinewhoop. Then you are class 1. With the lastest HDeco FCs, you get low weight, quality image, and easy compliance.

    Basically it seems like you can't fly over people/cars. I don't get what all these classifications are for beyond classification 1 if they all say "you can't fly over people" ? Sure, classifcation 1, under .55 lbs and prop guards. This seems super clear that if you have a drone with those specs, you can fly over people. All the rest basically say "no".

      You can fly over, you just can't operate over, big difference. So long as you're not hovering and maintaining operations over people/cars and transiting, you're good.

    Hell yiu can fly at 3am without a part 107 or any waiver. Just have collision lights that can be seen from 3 statute miles.

    You can in fact fly over crowds, and moving cars. What you cant do is operate over people. Example. I want to flim something. A crowd of people and a road withbcars is between me and my mission location. I can fly my drone over those people and cars to get to my mission location and back from that location. I cant operate over that crowd of people or cars. I can't constantly pass over those people or cars.

      In that situation if your drone doesn’t have a category you can not transit over moving cars or people in the us

    4000 pound helicopter is OK but not a 251 gram toy
