He's right, because the red and white distinguish the two competitors so you know who threw and who fell (tori and uke) and can mark the advantage in the board. (if both are using a white gi obvously)
you have 5 dan's black. and then from 6th to 10th dan is red or red & white. red and white separate are also used in competition to see who's uke and who's tori.

I used to do this technique but once a guy countered with a sutemi (I don"t remember wich ) and he almost twist my ankle. So now I have fear to try Uchi Mata and inside legs throws again .

Red and white signifies 6th, 7th or 8th Dan. For 9th and 10th a red belt is worn by the judoka.

If you're doing randori with your sensei, you're supposed to throw him no matter what color his belt is.
