Quite frankly this was oscar winning level performance by her, she gave her best performances ever before her sad passing. Such a shame she wasn't still around to be in the third movie.
Actually she tells Neo that he is the one (he has the gift) but seems like Neo is waiting for something, his next life, when he was killed by agent smith and then he revives

I was also thinking about when the architect tells him about the previous versions of the matrix and that there were also other previous versions of the 'one'.
You notice - she never said Neo was not the one!
She is saying - Neo has ‘The Gift’ but Neo is not ready!
I just picked up on that line myself. But never questioned what she meant by it.
Also that he was waiting for his next life
'Know thyself'. When she told neo 'you already know what I'm going to say..' that was his door. If he would have said 'i am the one' and believed it, it would have set in motion a series of events that would put him in a situation to 'be the one'.
"If I hadn't have said anything, would you still have broken it?"
The oracle is playing everyone.. Trinity, Morpheus, and especially neo. She sets up the dominoes through influence.
Just like she told trinity she would know The One because she would fall in love with him,.. the only reason Neo diverted from the path the architect set for him is because he fell in love with trinity.
She did not fall in love with him because he is the one, he is the one BECAUSE she fell in love with him.
She literally says “ you got the gift”
The one could be anyone with the will to pursue the path of resistance. Resisting to conform to the matrix. The anomaly the architect was referring was the humans will to rebel.
Her final line about the cookie and feeling right as rain is the most comforting delivery of a line ever.
Right as rain possibly a reference to the matrix code/ green rain

That scene is even more brilliant....now that I realize how deep the Oracle was playing her game in this scene. She tells Neo that "Morpheus believes in you Neo. And no one, not you, not even me, can convince him otherwise." The deep part is that she's the one who helped convince Morpheus to believe in Neo in the first place. She set him up to believe in Neo so much that he'd be willing to sacrifice his life to protect him. And because Neo is attached to Morpheus, because of all that Morpheus has done for him, that then manipulates him into rescuing Morpheus (keeping him safe) and putting him in direct conflict with Smith. That is some mighty fine chess playing there.
Also.....Neo 'dying' in order to realize just how much of a construct 'death' is within the Matrix, gives new meaning to her phrase "Your next life, maybe, who knows?" *pointing at the screen* She Knows......probably why she's called the Oracle or something.

right. she doesn't say Morpheus is wrong; only that he can't be convinced that he's wrong.
And now almost after 20 years we get to see how this story actually ends

She tells Neo he needs to die first.
She then tells Neo he will need to choose between his own life or Morpheus.
But before that, she tells Neo Morpheus loves him, believes in him, is willing to die for him. She tells Neo this to manipulate Neo , so Neo will reciprocate and protect Morpheus.
Thus, when the time comes to choose between his life or Morpheus, he will take his own life and become The One ;)

whats really going to bake your noodle later on is would neo have become the one if she hadnt said he wasnt the one. she puts that into his mind so that he makes all the right choices, Causality, cause and effect. she didnt lie to him though she did say he had the gift to become the one but that he was waiting for something. his next life maybe? smith kills neo in that hallway and then he resurrects and becomes the one. mind blowing writing.

The Matrix movie makes at the same moment a parallel with the internet world and, in some cases, makes a parallel with a metaphysical reality, it is no coincidence that Morpheus names "Alice in Wonderland" or the use of metaphysical terms taken from Gnosticism and Greek Hermeticism like the statement written on the door entering the Oracle.

When she says without Morpheus they are lost she is plainly stating that without a man who so blindly believes in the dreams that she gives to him they could not successfully manipulate the *anomaly* aka The One into keeping the cycle going and restarting the world for the machines to keep humanity enslaved. Neo already made the choice to allow Trinity (love) to die and he came to the Oracle to figure out why. The answer of course is because the Oracle told him to. She gave Neo the visions and then told him how Trinity was going to die because it would force him to make the choice, and remember choice is an illusion according to the Merovingian who said he, Neo, was not there of his own free will but instead was obeying the Oracle and doing her bidding like a loyal dog. Causality dictates that Neo wanted to save his own lover and the effect of that would be that humanity would die. In order to 'save' humanity he would have to let Trinity die. This was the illusion that he ever had a choice since the Oracle knew she was going to die. A series of controls to give the illusion of choice while forcing Neo down the only path the system would allow him to go down. It was a matrix of compromises that lead to an inevitability of design (determinism/fate)

Never notice The song "I'm Beginning to See the Light" is playing in the background. About someone who never gets excited about things, suddenly noticing things in a favorable light. Probably how she felt inside. hopeful but aware he had a tough journey.
She said “sorry”, because he didn’t ‘believe’ he was the one yet. He couldn’t have doubt.

The Oracle is testing this version of Neo. She knows he has to save Morpheus to know he truly is the One.

I immediately thought the cookie was a way for the Oracle to make Morpheus know Neo is indeed the « one ». Especially the way he doesn’t want to know what she told him. I think it’s part of his training. He can’t rely just on that.

Had his character been that of a man that would let Morpheus go and continue to live within his little box, he would have never awakened his powers. His character led him to making the choice to rescue Morpheus because he believed he could. He knew he was going to die but what he didn't know was that in his sacrifice he would be born again with his full potential unlocked.

Here I make a big spoiler of Matrix sequels:
She is the creator of the Matrix together with the Architect, to enslave humanity. Even here that b***h is manipulating Neo to become the One to eventually exterminate Zion. Who would have thought that? At least this is what she had done with the previous 5 Ones apparently. But somehow it ended up helping the resistance in this run of the reboot phase, if I remember correctly. But in this scene she was still probably thinking of exterminating Zion as usual.
iirc the Oracle was always at odds with the Architect, as he wanted the perfect system but she wanted the flaws. I think she was waiting for the whole Smith/Neo conflict to happen (or something equally chaotic) for 5 iterations.

She root for him since the beginning, she help humanity survive until the time comes, and then guide Neo.
