I totally agree with the way you plan to review this. It seems very much like how you did the '78 movie. (Except you broke it down into maybe 5 minute segments instead of 10, but with this being twice as long, it makes sense) I just hope I can order that DVD that was mentioned so I can follow along with my copy of the movie
A DVD version of this is now available. It appears to have been produced for the German market and has a German language soundtrack, however the original English language soundtrack is included on the DVDs. It's available for sale online.
At 21/6/24 the DVD can be bought on Amazon UK, Amazon de (Germany) and ebay uk (from a German seller). You can increase your chances of finding it by including the German title in your search, "Unten am fluss".
I know VERY few of the actors you mentioned as I don't watch a lot of modern television (the degrading of morals, elevation of violence, and bad language makes it unwatchable). Did you say Cowslip is played by Roy Kinnear? He voiced Pipkin in the '78 version, and I think he is dead!
If you take out a one month Netflix subscription, you could watch this online. There is a 'Kids' filter that would take out all the content you don't like, but WD is still available.
John Boyaga plays Bigwig??? I have nothing against the actor, but I REALLY can't see that. I know what his voice sounds like, and it wouldn't bring to my mind the tough Bigwig!
You asked why they would make the series in a way that isn't for existing fans. Now, I haven't seen the show, (the 2018 one), but I think I can answer that: did you read comics as a kid? Most boys in North America did who are my age (Gen X) or older (Boomers, and some Silent), but those younger than me (Millennials, Gen Z, and Gen Alpha) haven't. So, the Marvel movies were made for those who don't know the comics (I was arguing with a young friend that Mysterio was a baddie before that Spiderman movie came out. When he saw I was correct, he was shocked, but it's all in the comic books). Even many Disney Star Wars fans never saw the original trilogy (shocking but true). So, to get the attention of younger viewers, the producers of this stuff cater to them. Frankly, many young people (under 40 or so) don't watch anything that came out before they were born.

I don't think I said his name clearly. He is Rory Kinnear.
I've just checked the script. It should have read 'Rory' rather than Roy 🙂

Unfortunately Bigwig is written as a bit of a thug in this version.

You raise interesting points. However listen out for the plot changes that cater to a modern audience. I would be interested to know your reaction.
