No all of yall are wrong, it doesn't matter matter what fujita scale it is, when the tornado cast last any longer but it still have some energy that can produce some small twisters in the same parent supercell, it produce sub-vortices. Higher humidity, that is, the differences in air temperatures determine whether there are visible horizontal condensation funnels that can be seen. Like I said, you have to be rotating at minimum EF4 windspeeds for this phenomenon to be visible to observers. In these horizontal vortices you are literally seeing models of the way the central vortex was formed from a supercell mesocyclone in the first place. I bet multiple vortex EF4 tornadoes are even more likely to bring about horizontal vortices as well. Like this Tuscaloosa rascal here.

Let's assume this is coming directly towards you (you can tell because its not going left or right) Tornadoes move at usualy 10-20, but sometimes as much as 60 MPH. you could maybe run 12 mph briefly if you're an average male. So, let's assume you've noticed the tornado only when it's very close, like in this footage. Now realise this: the tornado in the footage, and many powerful ones, are over a mile wide. You can't run. Take shelter, idealy underground.
