I think 1.Qe4, because 1...Rh3 + must be answered... I found this move in about 2 seconds. Am I right? The try would be 1.Qf3? Rf7! Tries in a chess composition always increase the value of a chess problem.
One has to realize that the Queen does not need to cover h3, the pawn can do that for her, but she needs to reach an unprotected square on the h- file if the black rooks prevents a mate on the first rank.

You forget to say after Qe4, if blacks plays Re7, let's play Qa1++
You mean Q*b*1#. a1 is not on the same diagonal as e4.
