Yes. Late response lol
No, you shouldn't. O5 only really has Detainment (useful if you want to get someone out of somewhere, not needed 24/7) and Nuke (you need other O5's AND SiDs to make it work). Authority doesn't really matter - O5 and SiD treat each other with equal respect.
