D-class are simply death row convicted criminals, but rather than being punished by the law, the Foundation takes them and holds them within their Facilities where they will eventually die for a science cause. The creation of the Chaos Insurgency wasn't by the Foundation, it was a small group of Alpha-1 members AKA "Red Right Hand" called the Insurgency. That group was created by the O5 Council although it defected into the Chaos Insurgency. The execution of people who discover documents without authorization is solely due to protect Foundation interests.
I laughed so hard when City was scared for his life because of 035 at nuclear bunker. Little does he know that if 035 entered nuke shelter he'd be evaporated by the turret.

@@reaturetre Yeah, the high ranks often doing tests in Con X and nowhere else. The only interesting object in Con 1 for them is 914 and a few new, like 093 or 517. Con 2, is the only interesting object is 035. I bet, most of the players, especially newbies, doesn't know a half of the scp's inside the Con 2, like scp 1162 or 2521, or they just forgetting about them after one-two tests. Containment one has a lot of scp. Suggest you to test scp 714. It can provide mental hazard. It's fameous by using it against 049, but you can test it like on scp 1139, 902 or 148 etc, including scp's in Con 2. That's just my suggest, because tests in Con X have the same results-Death of The Subject. Make something interesting
