You probably need to play Anti-tank more to level up that class to unlock the Bazooka for the soviets. Americans and Germans have it unlocked at level 1 anti tank but the soviets you might need to be level 6. I hoped this helped! Also Map rotation is based on the server you're playing on and what the server owner wants to play!
