DepEd can't afford to increase salaries of more than half a million of teachers that's why they have this career move progression thing, a wise decision. If they increase salaries, the entire budget only goes for it. While if they only promote teachers, they only spend a quarter and the rest is for the services and don't forget, their pockets 🙈.
