Yeah, It’s the Blazblue Improvement Mod. It’s a pretty good mod, (Allows you to use custom pallets, visualize the hit boxes and hurt boxes, and of corse custom game modes) and you can still play with other people with out the mod.

If you activate mugen as hakumen does it last the whole round (in addition to infinite meter it also disables same move proation and does some other stuff)
Yup. But wouldn’t recommend doing it as when you activate it it will drain all of your meter and you won’t get it back until next round.

But the point of Mugen is temporary infinite meter. So it's pointless in a mode where EVERYONE ALWAYS has infinite meter.
