I would NOT advise to stay in Costa Adeje/ Los Cristianos on the southwest coast as those are touristic hellholes. Yes, there are lots of hotels, bars and restaurants but most of the bars are of the "get drunk as fast as possible"-type and so are their customers. El Medano is very nice and calm but as you said, it is small and it is somewhat difficult to find a nice place to stay
Plenty of reasonably priced airbnb’s near Los Cristianos and onto the lower slopes of mountains. Area has good bike shops, supermarkets, restaurants, beaches for swimming and bus connections to everywhere makes this my go to area when I visit.
I have never found free water on the way up. But at some shops you can buy big bottles of water and you can get water at all the restaurants but not for free.

Uber is reasonably priced. I can’t recall busses going all the way up the Teide. But they do go to the lower towns. You will have some cars passing you on the way up and you will encounter many cyclists. I’m sure you will be helped if needed. I always felt safe (cars keep a good distance) and on the roads you are never truely alone since many cyclists will attempt to ride up the Teide.
You need to do a complete guide to cycling in the rainy and windy uk 😂😂

I was on Tenerife in november last year. It was fantastic. But the climb up to Teide was tough. Just short of 50k uphill.
I know it was brutal 😆 but still the summit was very worth it!
