Unlock your secondary slot. Use a normal SMG as your primary, and in your secondary, put the TOZ. Put it this way, and you find out that there is an actually good reason to unlock a secondary.
This is especially useful in the ruins of Berlin, where you use an SMG as a clearing weapon and the TOZ as a shock weapon. A pretty powerful combo.

Shotguns are just a blast in general in this game, if only the Soviets had pump shotguns.
