In the U.S we don't have one big weight, we use lots of little slabs of weights that can take up the same amount of space. We call the vertical ones soot case weight because they look like soot case and we call the horizontal ones pancake weights because if you them together they look like pancakes. The reason why we use slabs of weight is so we can put exactly how much weight we need for a particular job
When we attached a basket to the back of the tractor to haul some broken bricks, the rear was so heavy that the tractor had almost no steering. So my dad instructed me to sit on the hood as a ballast.
I went to a trade school to learn turf management the l3301 Kubota had water in the tires for ballast. It was especially useful when using the loader. kubota has been known to have light rear ends but you can use weights I still prefer Kubota over Deere. Expanding foam is nothing new for tires in the world of lawn and garden equipment. Zero turn Mowers rely on the Mower Deck for Ballast since the weight of the mower deck is close to the front.
I have also seen and heard of fermented beet juice working as well. I used to think beet juice would freeze, but aparently it turns into alcohol inside the tire, and combats the cold!
For sure water is the most common weight as it's cheap and not every place needs to worry about freezing. I mean, for sure it's not a problem here in Brazil

up here in Canada we mix calcium flake into the water Makng it heavier and acidic so I'd dosnt freeze in the winter

We use steel weights of course but also alcohol in the tires also. Then you don’t have to worry about it freezing
