Do you mean SEO providers from India? I personally haven't used any, no doubt there are good and bad, but at such a low price the budget constraint issue I spoke about will definitely be a factor.
As a former Senior Project Manager for IBM & major Telcos .. $50/hr is way over priced considering even western firms outsource their work to countries like Pakistan and Bangladesh that charge a few dollars an hour.
