Raw and uncut - sailing to Port Solent

An unedited 'helmsman's eye view' video in real time sailing into Port Solent.
The video starts just outside the harbour breakwater, and into the Port Solent Lock. The lock fills and we sail into the locked in marina.

The sailboat around 3:45. Are they supposed to be taking that line through the harbour? I'm clueless when it comes to sailing but seemed like you had to take evasive action unnecessarily.

Well in this case My sails were down and power gives way to sail.
So the rules say that I would have to have taken the evasive move.
That said, I watched it back and there's barely any water where the sailor is headed. We had just passsed the green Starboard hand post marking the edge of the channel and he's also heading round the back of the MOD jetty which is a restricted area, so either way I suspect he tacked as soon as we were past.
